Your Excellency has taken exception to my

use of the word "ignored" in reference to the attitude of the Government towards the Judges in the Colony. I can of course only speak of my own experience, and I know of no other word which exactly describes the position. The question of appoint- -ments to the Registry is a case in point; and if Your Excel- -lency will pardon me saying so, the whole tenor of Your Excellency's letter in connexion with this subject is that the Chief Justice should be ignored.

Your Excellency expresses regret that the attitude of the correspondence between the Chief Justice and the Government has changed since I have been Chief Justice, and has become more controversial than it was in the times of my learned predecessors, dealing with subjects raised by myself. I cannot charge myself with having raised any question which has become the subject of controversial correspondence, that did not directly concern the administration of justice, except those connected with the question of exchange which concerns all officialm. The financial question recently discussed waS raised with Your Excellency's consent, and had direct bearing on the appointment of the Third Judge.

So far as my learned predecessors are concerned, I of course cannot tell on what subjects they were consulted by previous Governors: but judging from the condition of stagnation in which I found the Court when I arrived, I imagine that the one thing which they did not discuss was the Supreme Court and the administration of justice. If they did, I can find no good result. On the contrary, as I have said I found lifelessness and inanition every where; and such cor- -respondence as I am directly responsible for has been initiated with a view to raise the Supreme Court to the position which it should hold in so wealthy and important a Colony.

The relation between the Registrar and the Chief Justice is a question of vital concern to the position of
